2026-10-16: NAS exception for Foreman PROJECTS.md / ACTIVITY.md

Status: accepted (Ian), then superseded. This narrow exception was superseded on 2026-10-16 by the settled rule that all NAS edits are allowed (canonical root stays AIMacMini:~/projects), confirmed by Ian in the Archivist chat on 2026-10-16 8:04 PM CT — see decisions/2026-10-16-nas-editable.md. Decision: Foreman may write PROJECTS.md and ACTIVITY.md under /Volumes/nas/projects. The rest of that folder stays backup-only (no other edits). Date: 2026-10-16 12:04 AM CT (Ian yes via Archivist chat). Source: Ian's yes in Archivist chat; Warden applying (may confirm with Ian directly).
